“Tweaked’, ‘Cracked’ and ‘Loaded’: Profile of an Addicted Patient”
Course Description:
Drug abuse is at an epidemic level with approximately 1 out of every 10 Americans addicted to illegal and prescribed stimulants, depressants and opioids. Dental professionals must be prepared to address substance abuse with their patients that are “tweaked”, “cracked” and “loaded”. Learn who is most at risk for addiction and understand the genetic and environmental risk factors for addiction. Discover the “clues” of addiction on a health history form and on a clinical exam. Learn evidence-based guidelines for managing dental pain without resorting to opiate-based analgesics and feel confident in dealing with “drug-seeking” or “under the influence” patients in your practice. Learn how to initiate conversations with your patients about their substance abuse and help them get on a road that will lead to recovery.

“Addressing the Opioid Crisis in California”
Course Description:
Topic to be covered in the presentation include: The status of the opioid crisis here in California; the scope of the California Opioid Safety Network (COSN); the principal supports the COSN Accelerator Program is providing to member community coalitions; typical membership on the community coalitions; the principal opioid safety strategies being implemented by the coalitions; state agency supports for opioid safety efforts in coalition communities; successes and challenges to date.
Course Objectives:
- Briefly describe the status of the opioid crisis here in California
- Briefly describe the scope of the California Opioid Safety Network and the support it is giving to Community Coalitions
- List two or three state agencies that are providing substantial support to communities addressing the opioid crisis and a principal contribution of each agency
- Enumerate the several strategic domains being addressed by the coalitions to address the opioid crisis and list one or two strategies being implemented by coalitions in each domain
- List one or two principal successes and challenges being experienced by the coalitions
San Diego County’s Response to the Opioid Epidemic
Course Description:
This presentation will describe in detail how the San Diego County Prescription Drug Abuse Task Force was formed in 2008 to reduce the misuse of opioids in San Diego County; the development of key stakeholders across multiple sectors to be involved in this effort, and will describe measurable policy accomplishments, which includes: an annual report card, community prescription drug take back days, a county ordinance to collect unused medications, and the Safe Pain Medicine Prescribing in Emergency Departments Patient handout.

Dr. Ronni Brown:
Dr. Brown is a dynamic, engaging, and influential presenter who captivates audiences with her experiences treating “meth mouth” patients at a detention facility. As a clinician, educator, and researcher, she brings a unique perspective to the
topics of addiction and dentistry and helps audiences understand the impact of substance abuse on oral health and treatment outcomes. Her research on the efects of drug-use patterns on the severity of “meth mouth” has garnered national interest, was published in the Journal of the California Dental Association, and has positioned her as a leading national expert on “meth mouth”

Dr. Mark Horton:
Dr. Mark B Horton is a physician and public health professional with eighteen years’ experience in the clinical practice of pediatrics, and over fifteen years’ experience directing state and local public health agencies. He was appointed to the position of Chief Deputy Director over Public Health Programs for the California Department of Health Services in 2005. In 2007 he was appointed State Public Health Officer and the first Director of the newly created California Department of Public Health, where he served until early 2011. Dr. Horton has also served as the Deputy Agency Director for Public Health Programs and Health Officer for the County of Orange Health Care Agency, Vice President for Community Programs at San Diego Children’s Hospital and Health Center, and State Public Health Officer and Director of Health for the state of Nebraska. He currently is a health leadership consultant working with the Center for Health Leadership and Practice at the Public Health Institute in Oakland, California, and serving as an Impact Coach for the California Opioid Safety Network. Dr. Horton received his Medical Doctorate from St. Louis University School of Medicine. After two years of pediatric residency at Northwestern University, he completed an ambulatory pediatric fellowship as a Robert Wood Johnson Foundation Clinical Scholar at Duke University. He received his Master of Science in Public Health degree from the University of North Carolina School Of Public Health. He is a diplomat of the American Board of Pediatrics and a Fellow of the American Academy of Pediatrics. Dr. Horton
Ms. Linda Bridgeman Smith
Linda Bridgeman Smith currently works for the County of San Diego, Health and Human Services Agency, Behavioral Health Services, and serves as the County’s Driving Under the Influence (DUI) Program Coordinator/Liaison, Contracting Officers Representative (COR), and is a recognized expert on the issue of DUI programs in California. She is an appointed member of the Department of Health Care Services (DCHS) DUI Workgroup and a member of the California Strategic Highway Safety Plan Challenge Area 1 to Reduce DUI Fatalities Workgroup. Ms. Bridgeman Smith also serves as the County Coordinator for Substance Use Disorders (SUD) Prevention Services, which focuses on reducing alcohol and other drug-related problems in communities by developing committed partnerships with key stakeholders to improve community conditions that support substance misuse. Ms. Bridgeman-Smith has worked in the alcohol and drug prevention and treatment field since 1984. During that time, she has worked in a variety of programs, and capacities, including over ten years of experience working in licensed DUI programs as a counselor, educator and program manager, and two years as an expert professional with the San Diego County Sheriff’s Department as the San Diego County Methamphetamine Strike Force – Vista Partners Project Program Manager. Since 2016, Ms. Bridgeman Smith has served as a co-chair on the San Diego County Prescription Drug Abuse Task Force (PDATF).
